Cadets are promoted in the same manner as Canadian Forces Personnel. Promotion is based on a merit system which requires that a vacancy must exist for a cadet to be promoted and the cadet must have mastered the duties of their current position and have demonstrated an ability to carry out the duties required of a higher position in the corps rank structure.  Senior Cadets with their National Star Certification Qualification are considered to be Staff Cadets and occupy the senior corps positions.
